Established in 1998, ANIS is the only employers' association of the Romanian IT&C industry.

Since its establishment, we actively contribute to the development of the Romanian technology industry and represent the interests of IT companies in the economic and political environment.

At the moment, at national level we represent 66% of the total Romanian IT industry.

We are members of Digital Europe and of the Concordia Employers' Confederation.

Short Description

We represent the voice of software and service companies and together we actively contribute to the development of the Romanian technology industry. We advocate for a stable and predictable economic environment and a high-performance educational system, able to transform Romania into a European technological center of performance.

Our activity is structured in working groups, whose purpose is to generate proposals for public policies and legislative measures in the following areas:

  • Export and Internationalization

Within the working groups we have discussions and we take decisions through the broad consultation of the companies, we focus our efforts in identifying and representing their common points of view and interests, regardless of their size and profile, so we ensure that we represent at the economic and political level the priorities of the entire IT&C industry.

The working groups are made up of people with expertise in the respective fields, who analyze and propose development and improvement solutions in the sectors of interest, as a result of which are generated anis proposals for public policies and positions / reactions on topics of interest, as well as other types of projects relevant for companies.

Digitalization & Industry Development Working Group

We support the development of digital infrastructure in the public sector and the implementation of essential projects: policy to encourage the use of the cloud, development and implementation of the government cloud, electronic signature and related topics of digital identity, electronic archiving, public procurement and eGovernment Strategy.

Within TF Digitization & Industry Development we have set up a series of sub-working groups for the following topics:

  • Cloud Workgroup

We encourage the adoption and use of cloud technologies nationwide. We support the adoption of a cloud-first policy and the development of the government cloud with a hybrid architecture like real PaaS infrastructure.


  • Electronic invoice working group

We support the improvement and efficiency of the electronic invoice system.

  • Working group electronic signature

We support the modernization of the legislation on electronic signature.


  • Electronic archiving working group

We support the modernization of the legislative framework on electronic archiving in order to contribute to the digitization of the public administration and the elimination of paper from the internal and inter-institutional flow.


  • Interoperability Working Group

We support the implementation of interoperability standards to enable the use of digital services on a large scale.

Tax Working Group

We support the growth of the IT industry at national level and a sustainable and predictable fiscal policy that contributes to increasing the competitiveness of the IT sector both at national level and in the region.

Cyber Security Working Group

We believe that the extensive expertise of ANIS member companies specialized in cybersecurity can bring great value in the development of proposals and projects in the area of cyber security.

We support the development and implementation of public policies in the field of cyber security in accordance with national requirements, increasing the level of awareness of the population on cyber security risks, preventing the occurrence of vulnerabilities as well as adopting security requirements for software acquisitions.

Education Working Group

We advocate for the adaptation of the education system to the needs of a digital society and we support policies with impact on the development of digital competences for both teachers and students in all forms of education:

ANIS Sentiment Survey: IT industry ended 2023 below expectations and approaches 2024 with moderate optimism

- The impact of the tax measures at the end of last year is considered major (34%) or medium (62%) by companies in the sector - In 2023, 44% of responding companies managed to increase their team, although at the beginning of the year over 68% expected to end the year with larger teams - At the end of 2023, 16% of companies indicated that they were ending the year with declining revenues, a percentage estimated at the beginning of the year at less than 5% - 62% report increasing revenues for 2023, compared to 65% who had anticipated this result at the beginning of the year - For 2024, IT companies express moderate optimism, with revenue and team growth of 56% and 64% respectively, but with significant percentages in the stagnation zone.


ANIS 2023 Scholarships: 11 university educational projects received scholarships from the Romanian IT industry. 335,000 EUR, the cumulative value of ANIS scholarships awarded between 2018-2023

ANIS announced last night, at the ANIS 2023 Scholarship Gala, the winners of the sixth edition of the educational program dedicated to university teachers who innovate in the teaching process. This year, a record number of 59 programmes were registered for the ANIS Scholarships, with applications coming from academics from 34 faculties in Bucharest, Cluj-Napoca, Iasi, Timisoara, Sibiu, Galati, Brasov and Suceava. Most programmes - 23 - were entered in the "Tech For All" category, by professors who have introduced technology and innovation into the courses and labs they teach at non-technical faculties. Eleven of the 59 innovative courses submitted for judging received scholarships from ANIS member companies.


ANIS 2023 scholarships: 25 finalists have entered the final evaluation stage

ANIS, the Employers' Association of the Software and Services Industry announces today the finalists of the sixth edition of the ANIS Scholarship program. Out of the 59 projects registered, an absolute record since the beginning of the program, 24 projects have qualified for the final evaluation stage, proposed by a total of 25 university assistants, lecturers and PhD students. The winners of the 11 scholarships worth €5,000 each will be announced on 15 November at the ANIS 2023 Scholarship Gala.


ANIS Scholarships 2023: Deadline for applications extended until 30 September 2023.

ANIS, the Employers' Association of the Software and Services Industry, announces the extension of the deadline for the submission of projects to the sixth edition of the ANIS Fellowships programme until 30 September 2023, inclusive. University assistants, lecturers and PhD students can apply to one of the 7 categories proposed in the programme and can be rewarded for innovation in teaching with 11 scholarships worth €5,000.


ANIS 2023 Scholarships - Applications start on September 1st. University teachers can get 5,000 euro grants for introducing new technologies to their courses

ANIS, the Employers' Association of the Software and Services Industry, announces the debut of the sixth edition of the ANIS Scholarship program. Teachers who meet the eligibility criteria can submit their applications from 1 to 24 September, and 11 projects selected after the judging process will benefit again this year from a sponsorship of 5,000 euros. The programme is aimed at university teachers from all over the country, who are up to 40 years old (reaching 2023) and fall into one of the following categories: - Course holder who has introduced a new course and/or updated an existing course and introduced innovative teaching methods in one of the 7 proposed technology areas in the academic year 2023 - 2024. - Teaching assistant who has updated the content of a laboratory that falls within one of the 7 technology areas and/or has introduced new techniques or new teaching methods in the academic year 2023 - 2024 - PhD student who has updated the content of a laboratory that falls under one of the 7 technology areas and/or has introduced new technologies or new teaching methods in the academic year 2023 - 2024.

138 companies and 6 IT industry organisations ask the Government not to adopt tax measures that would affect 80% of IT-ists

ANIS, the Employers' Association of the Software and Services Industry, together with 138 other companies and 5 signatory organizations (Business Service Leaders Association, Cluj IT Association - Cluj IT Cluster, Sibiu IT Association, Transylvania IT Cluster, Association of Digital Innovation Centers in Romania - RODIH), has sent today to the Romanian Government a Memorandum to signal the impact that the changes in the tax code, which have been reported in the national press in recent days, may have, namely the taxation of income of employees in the IT industry exceeding the amount of 10.000 lei gross. The signatory companies and associations together have more than 31,000 employees and a combined turnover of more than 3.4 billion euros. Start-ups, small, medium and large companies, local and international, service and product companies have joined in this solidarity action, reflecting the unanimous and unequivocal opinion of the industry about the negative impact of the measures.
